Waqar Hashmi likely to become new KWSB chief

With the post of Managing Director of the Karachi Water and Sewerage Board (KWSB) having fallen vacant, the Sindh Government has started considering names of four officials for the lucrative posting as MD KWSB with Waqar Ahmed Hashmi, a Grade-20 officer working as Deputy Managing Director, being considered as the favourite. 

The names of the candidate for the new incumbent are under review at the Sindh Government level following the retirement of Farida Salam. Out of four names being given due consideration for the post, two officials are in Grade 20 while the remaining two are in Grade-19. 

The two Grade-19 officials are DMD Finance Rafiq Qureshi and Salahuddin who have started drumming their sources to clinch the coveted slot by hook or by crook. 

According to the sources, the name of Waqar Hashmi is being given top priority consideration keeping in view his capabilities and expertise besides his solid reputation of being an honest and committed officer throughout his career. He has vast experience of working at the KWSB in various cadres including Secretary Karachi Board, Principle Staff Officer, Director Revenue, Taxes and other important slots 

Meanwhile some of the former MDs of Water Board are learnt to have suggested those at the helm of affairs in Sindh Government about the name of Waqar Hashmi and pinpointed that being the most experienced officer he can play a pivotal role in resolving the water and sewerage problems of this ever sprawling city.

KWSB official warns of grave water crisis, demands forensic audit

Muhammad Suleman Chandio, Advisor, Karachi Water and Sewerage Board (KW&SB), has warned the concerned authorities about the possibilities of grave water crisis if remedial and preemptive actions were not taken immediately. He has also demanded for the forensic audit of the K-IV project. 

The ex-Special Secretary (Technical) to Local Government Department, Government of Sindh, and a former Managing Director of the KWSB, in an interview with PNFS, pointed out that it’s for the first time in the last 63 years when the shortage of water at entry of Sindh, Gudoo Barrage, is 60%. 

“Karachi has Keenjhar Lake as the only storage for the metropolis. The levels of lake are rapidly decreasing from 54 feet to 47 feet whereas dead level is 43 feet after which water cannot be accepted by the KW&SB K-G Canal. The inflow now entering in Lake is less than daily drawl 1200 cusecs/650 MGD from lake so lake levels are rapidly decreasing. The rate of decrease of level in two weeks is one foot and now consumption of balance of four Ft level will take in hardly less than two months,” he remarked. 

“There is still one month more required to reach water at Guddoo Barrage and from that to Keenjhar it travels in three weeks. In case of theft in K.B Feeder dead level may come early than receipt of water of glaciers water. That situation will be very dangerous for more than 20 million people of Karachi. Riots can erupt in whole city which will not be controllable if there’s no water available in Karachi,” he added. 

Suleman Chandio urged the civil and military agencies to take it as SOS message to ensure that any case there shall be no further reduction of Keenjhar Level and shall be maintained a few feet above dead level of 43 feet. Corp-5 Headquarter may establish an Emergency Centre and control the situation in advance before it becomes too late.

“The current situation reflects the worst storage position for the present drawl of 1200 cusecs/650 MGD. What will happen when we will draw additional 1200 cusecs/650 MGD for total 2400 cusecs/1300 MGD for which no additional storage other than Keenjhar Lake is available because due to wrong Route of K-IV which is situated high upon Kheerther-Range Mountain for vested interest for two famous housing towns and there will be zero water for K-IV during non-season as per usual phenomenon,” the KW&SB official regretted. 

“The present K-IV route is totally failure in result of finding of NESPAK as third party in 2019, failure in availability of water storage, failure of intake from Lake, failure being in belt of earthquake zone, unnecessary Power House being established, unnecessary extra staff colonies and malafiedly tendered without feasibility of new scope of work based upon in about 120 kilometers,” he felt. 

“Pipelines scope of work has been suggested by the blue-eyed contractors of high ups and now K-IV under execution with WAPDA is totally failure. WAPDA's consultants did not undertake all the required surveys, studies on ground and any selection of pipeline scope of work and any design in absence of these actual ground surveys, studies stayed useless and malafide,” Suleman Chandio revealed. 

“Strangely why feasibly study before preparation of PC-I has been ignored although this step for 146 billion engineering mega project can't be condoned or bypassed by Government of Pakistan and how fictitious pipe design and tenders were floated and how work orders were issued in absence of all requirements mentioned above,” he questioned. 

He demanded forensic audit be performed and the work orders issued to consultants and contractors regarding K-IV shall be cancelled until the arrival of audit report.

Mismanagement galore at KW&SB as Karachi bleeds

The mismanagement at the Karachi Water and Sewerage Board (KW&SB) seems to have reached its peak as its managing director as well as his favoured officers were looking like engaged in maneuverings for meeting their vested interests rather than performing duties in usual manner. 

Recently the MD and the Officers Association duped the Board’s officers in the name of a so-called DPC with regard to their promotions and as a result all the officers were left with no other option but to be running after their own promotions instead of serving the people of Karachi who are clamoring about non-availability of water while the sewerage system has plunged into a total disarray with sewerage water flowing on many roads and streets. 

It is learnt from knowledgeable sources that many officials were visiting the residences of their retired superiors to have their ACRs written from them in their favour to help get a promotion. 

A false impression was communicated by the MD through a couple directives that DPC is going to be held and hence all the officials should get their ACRs and files completed. 

In order to get their favored officials promoted, by the look of things, the members of HR committee were given a wrong impression about court orders and government directives. The HR committee members, however, have strictly directed them to carry out the formal procedures and rules before holding the DPC as the only criteria for promotion was going to be ACR and seniority. 

The letter containing the directives showed that the procedure to examine the merit for seniority was still to be done and the question of issuing seniority list did not arise unless the reservations of affectees of previous promotions were removed, orders of Supreme Court with regard to PS, OTP and OCP are fully complied with and reversal of those getting illegal promotions to their original grades. 

In order to avoid the procedures, the MD has bargained with the so-called Officers Association and deceived the officers in the name of holding DPC and subsequently granting them promotions. 

Quite a few officers, who are junior in grades but functioning on the posts of Grade-20 as DMDs including two OPS DMDs Aijaz Kazmi and Saqib who are fully with MD alongwith Association’s President Nadeem Kirmani and Secretary Shoaib Tughlaq besides having support of two other DMDs Imran Zaidi and Nasim Khan. All of them enjoying were enjoying the perks and powers of Grade-20 while being in junior grades.

KW&SB Act likely to amended to fulfill World Bank conditions

The Sindh cabinet is likely to amend Section 4 (1) of the KWSB Act, 1996 for reconstitution of the board to pave way for making the Mayor of Karachi as its Co-Chairman. 

The reconstitution of the board along with the proposed amendment, according to the sources, is being done on the pressure of the World Bank to make it free from political effects. 

It may be mentioned here that presently Najmi Alam, an activist of the ruling Pakistan Peoples Party (PPP), is acting as Co-Chairman of the board. 

The Sindh Government plans to further amend the KWSB Act as per satisfaction of the World Bank in the name of institutional reforms solely to get second tranche of US$ 700 million fund for the KWSB”s Services Improvement Project (KWSSIP). 

As per commitment of cooperation between the World Bank and Government of Sindh, the final draft for amendment in the KWSB Act was ready to be presented, it was disclosed. 

It may be recalled that present Administrator of the Karachi Metropolitan Corporation (KMC), Barrister Murtaza Wahab, has on numerous occasions, advocated for the inclusion of the Karachi Water and Sewerage Board (KW&SB) under the command of Mayor Karachi. 

Meanwhile the Departmental Promotion Committee (DPC-1) could not meet owing to non-availability of MD, KW&SB, Asadullah Khan. However, it was learnt, that some other members of the committee did meet to consider the few performas related to promotion of officers and meeting of DPC-1 was postponed for indefinite period. 

The political activist Najmi Alam is said to have maneuvered to remain as co-chairman of KW&SB but failed and instead went forward to create a post of Vice Chairman on which the World Bank expressed its displeasure and called for abolition of this position. 

Since this move was rejected by the World Bank, his efforts through the cabinet could not bear fruit which has now moved for appointing Mayor as Co-Chairman. All backdoor efforts to grab power in the KW&SB affairs proved futile as Sindh Cabinet was not convinced with the proposal. 

It is also learnt that the KW&SB members snubbed the Managing Director for giving the impression that the DPC meeting was called on the directive of HRC whereas in its meeting on December 2, 2021, it has clearly delineated itself from such matters involving litigation and court orders. 

It has been gathered that the HRC meeting notice was cunningly manipulated by the Managing Director KW&SB thorough one Shoaib Tughlaq, attached with HRC, and displeasure was also expressed on this by Kabir Kazi, a senior bureaucrat. The HRC in its meeting, on December 2, is also believed to have emphasized upon the Managing Director to comply with the Supreme Court order for removal of OPC, OOC, OOT postings and promotions as well as ORC action before holding DPC or issuing any seniority list.

High-level meeting moves for price control, traffic streamlining in Ramazan

The Sindh Minister for Agriculture and Supply and Prices, Muhammad Ismail Rahoo, alongwith Commissioner Karachi, Iftikhar Shalwani, held a high level joint meeting regarding control price check of essential commodities and other goods items during holy month of Ramzaan at the Commissioner office on May 2. 

The Deputy Commissioners, Salahuddin (Karachi South), Ali Ahmed Siddiqui (Karachi East), Zahid Memon (Karachi West) and Javed Abbasi (Karachi Malir) attended the meeting along with Abbas Memon (ADC Karachi Korangi) and other senior officers of the Bureau of Supply and Prices and related departments. 

The Sindh Minister pointed out that the painting and distribution of price lists was the responsibility of Market Committee but all FCs and the Bureau of Supply were their support to MC during the holy month, they all should work together for maximum relief are being provided to common people through distribution, display and awareness of general public at all big markets, super marts, and other shops. 

He stated that media will also be taken on board for maximum publicize price lists monitoring and inspections of all sites where complaints of any sort regarding high and non affordable things will be dealt with heavy fines and resolve the grievances of common people. 

The Minister has directed that officers concerned should regular visits and monitor the issues of prices etc in holy month balance the supply and demand if the goods according to schedule prices for maximum relief shown to people by the government and its functionaries. 

Commissioner Karachi, Iftikhar Shalwani, thanked the Minister Agriculture for holding such important meeting over prices in holy month with respective departments and agencies to provide relief at grassroots level. 

He said that control rooms have already been setup in all DC offices and, through his liaison office, approached all concerned and monitor the activities in the holy month. 

He has also sought details of all departments concerned and agencies steps and progress of implementation prior to the holy month, having directed traffic police to take steps for smooth flow of traffic during Iftar time in particular. 

He further directed the all DCs to provide relief to general public in order to maintain sanctity of holy month as compared to the past. 

Traffic police informed that more than 1,000 personnel at seven centres would be deployed to streamline traffic's flow in the city during the holy month while additional water will be made available for people by the Karachi Water & Sewerage Board (KWSB) and 22,700 gallon water will be at disposal on requisition of all DCs and others to cater the needs. 

Prices lists will be displayed by all social, print and electronic media on daily basis for awareness of general public.

Hurdles and solutions to K-IV mega project

The biggest issue of Karachi nowadays remains the substantial shortage of water. In order to overcome this shortage, a critical project in name of K-IV had been taken up three years ago which is creeping so slow that people of Karachi are losing their hope day by day and they are now even afraid of riots due to water crisis.

Similar conditions were witnessed in 1998 in District West and the area had to given under the control of Pakistan Army and Pakistan Ranger along with all the Water Tanker Service who managed equitable distribution in the tanks of mosques and community places which allowed people to fetch in fixed timings as per schedule in a discipline which was beyond civil authorities, specifically with the limited KW&SB management resources. 

The KW&SB's K-IV (Phase-I ) project has been jointly managed by the provincial and federal governments and was planned to provide 650 million gallons of water daily to Karachi in three phases, but 260 MGD so far its first stage is yet to be completed. Its feasibility report was prepared in 2007 and PC-I was developed by the consultant the same year with a project cost of Rs 28 billion which was duly approved by P&D department of the Government of Sindh. 

It was also approved by the Government of Pakistan in 2011, with the project cost being Rs 25 billion. The year wise funding was also released by the provincial and federal governments to the KW&SB Project.

The total length of the Phase 1 of the project is 120 km, of which approximately 92 km is open canal, 10 km are siphons, and approximately 8 km are RCC conduits. 

The project envisages two Bulk Pump Stations each capable of pumping 260 million gallons per day, and three filtration plants- one of 130 MGD and two of 65 MGD capacity and power Connection for all Pump Houses. 

The K-IV canal runs along the Kheerthar mountain range which posed substantial construction challenges. 

The contract was divided into two packages, one of civil works and other of Electrical/Mechanical works (Pump Houses and Filter Plants) and was allotted to the Frontier Works Organization (FWO) as contractor.

Later on, while start of work the design of both packages could not be designed by designated Consultant and as yet same design, route/levels have not been got vetted from third party under objections and not finalized. 

The two years’ time of completion was given to FWO ending in December 2018. This time has now been extended up to December 2020. 

The contractor was delayed due to defective feasibility report route and PC-I based on that was also found defective when consultant and contractor reached on ground. Hence considerable delay in review of route and finalization/vetting same from third party has yet not been finalized. The work has been held up so for.

Accordingly, construction cost also is gradually increasing high up to Rs 75 billion as learnt. 

While start of work the design of both packages could not be designed by designated consultant and as yet same design, route/levels have not been got vetted from third party under objections and not finalized. 

Water is being extracted from Keenjhar Lake through three water canals and each canal for each phase. 

The project (Phase-I) initially targeted to be completed in mid 2017 but extended to December 2018. It is now is reported to be delayed for more than two years and end in December 2020. The great tragedy of this project is that it started with ill- planning, right from its inception of feasibility study and PC-I stages. Very little or no planning was done for pumping stations, power generation units and filter plants to bring the water to required height.

The actual ground condition was not highlighted in PC-I which was merely reflected position from Google. Extra massive work then was required at site including twelve bridges, eighteen pedestrian culverts in Canal's way and the staff colony. 

The augmentation work to connect the Canal/Filter plants with existing transmission water trunk main system duly ignored also needs to be laid because of the Canal/Filter plants would be 50 Kilometers distance away from it, was conspicuously absent in planning which resulted in cost overruns from Rs 25 billion to Rs 75 billion with a portal of further cost escalation. 

Further, the conditions of ground reveal that this route adopted for Canal etc is technically proved to be costly and rather total y not feasible to waste further money as there is no chance of success. How the route would change? Because they understand that the present route is correct and water will reach at their destination positively in two years. 

They may not understand how the present route will not be supported. Kindly be advised to concerned authorities who make decision positively. Their contention and technical approach is proved wrong. 

Now the responsibility fixation and re-route also depends upon authorities whether they feel their present route is okay and then should own failure or take full responsibility if water would not be reaching to city even from 50 KM away as per existing route and God forbid that all expenditures upon completion go in drain and on other side the civil war to start among citizens on shortage of water and population of city would have been doubled than 2006 when K-III was commissioned. 

They should now reaffirm to continue upon failure-route taken up as per private agenda Alternatively they may switch back and re route as per scope as was decided by GOS in approved PC-II. 

As decided by GOS in PC-II the storage would be ensured from Haleji and Hadero lakes to eliminate shortage in winter every year during four months in winter season when Indus River is dry and in future to experience more shortage in Indus. 

Secondly water will reach to nearby City and close inter connections with existing transmission system instead of connecting from 50 KMs away and expenditure of Rs 28 billion proposed would be saved. 

Thirdly the single stage Bulk Pumping will do it possible instead Double Stage Bulk Pumping about Rs 30 cores per each stage as electric bill would be saving for long life by adopting single Bulk Pumping as in K- I, II, III as yet. 

The original route based upon Single Stage Pumping with ensured supply of water direct to city on gravity basis at Rs 30 billion instead now 75 billion and expected to shoot upto Rs 100 billion or even Rs 200 billions but this route was changed by private agenda of consultants with wasted interests and without any intimation/approval the change of scope of PC-II approved by GOS. 

There shall be change of route in place of existing private agenda failure route to save expenditures, to ensure Single Bulk Pump House instead of Double Pumping House, to ensure possibility to bring water nearest to city instead 50 KMs away from city which requires Rs. 28 billion proposed and the utilization of Haleji and Hadero lakes for Storage of water during four months of winter season in addition to Keenjhar Lake.

Water Board chief promises to lift ban for new connections by Nov 15

The Managing Director of the Karachi Water and Sewerage Board, (KW&SB), Misbahuddin Farid, alongwith senior officials of the organization, visited the ABAD House on October 29 where a meeting was held with the functionaries of the Association of Builders and Developers.


The ABAD delegation, led by their President, Mohammad Hanif Gohar, briefed the KW&SB officials about the problems caused by the ban on new water connections and route alignment to the K-IV project. 

After a detailed disucusion, a committee, comprising of two members of ABAD, was formed to coordinate with the KW&SB in order to resolve the problems being faced by the housing and construction industry. 

However, Misbahuddin Farid, Managing Director, KW&SB, categorically announced that the ban on new connection of water for builders and developers will be lifted by November 15 and those having already paid the water challans will also be provided connection by this date.

KWSB launch campaign against illegal hydrants

The Karachi Water & Sewerage Board (KWSB), during a targeted operation, demolished five illegal hydrants and cut off over a dozen connections taken from main trunk to steal some 12 mgd of water in Mochko Goth, Ittehad Town and various parts of Manghopir.
The action was taken upon the directives of the Sindh Information and Local Government Minister, Sharjeel Inam Memon, and the Managing Director, KWSB, Syed Hashim Raza Zaidi, who ordered an immediate operation for demolition of illegal hydrants in Baldia Town.

The Minister had directed the KWSB to take effective measures for ensuring supply of water to citizens on equitable basis and also close down all illegal hydrants in the city’s different areas so that residents of such areas could get rid from water shortage.

Instructions were also issued for taking strict action against illegal sale of KWSB water in the name of water boring.

The Minister was of the view that these measures would ensure provision of stolen water to citizens especially those residing in areas which were affected due to shortage of water and thus bring improvement in water supply in these areas.

The MD KWSB sternly asked Deputy MD (Technical Services) Iftikhar Ahmed Khan, Chief Engineer, WTM, Zafar Ali Palejo, Chief Security Officer, Major (R) Mohammad Nawaz Gondal, Superintending Engineer, Asif Qadri, to push up campaign against illegal hydrants and water pumping houses all over the city particularly in districts West and Central under a well planned strategy.

He directed that said all those illegal hydrants re-emerged must be demolished with immediate and strict action against those behind their re-emergence as well as water connections.

Following the directives, the KWSB staff launched a crackdown with the help of police and razed more than three hydrants and their filling points and 6 underground water connections with the help of heavy machinery in various areas of Manghopir including Mashallah Coach Adda, Gulshan-e-Tauheed and Khairabad. Thec hydrants were openly selling 12 mgd water after stealing it from KWSB main lines.

A FIR was also being lodged at the concerned police station against water thieves, a KWSB spokesman said.

Meanwhile the MD KWSB strictly directed DMD Technical Services, Chief Engineer, Superintending Engineer water trunk main and in-charge officer hydrants to follow the Minister’s directives in letter and spirit and mobilize all available resources to elimination water theft in the city.

It may be noted here that the Supreme Court had also taken suo moto notice against the operation of illegal hydrants.

KWSB launches crackdown against defaulters

The Karachi Water and Sewerage Board (KWSB) has launched a crackdown against defaulting domestic water consumers who were earlier served final disconnection noticed and severed 116 connections in the city’s different areas on November 26.
 
However, a team of KWSB’s revenue collection was attacked by some mischievous elements who opened fire at them in Federal-B-Area and A FIR has been filed against them, the KWSB said.
 
Deputy Managing Director Revenue, Mohammed Aslam Khan disclosed that some 17 billion rupees are outstanding against water consumers and a recovery campaign has been launched on the directives of the KWCB Chairman, Mohammed Sajid Jokhio, and Managing Director, Qutbuddin Shaikh.
 
Out of 116 connections severed, 21 were disconnected in Gulshan-e-Iqbal, 18 in Jamshed Town, 17 in North Nazimabad, 15 in Federal-B-Area, in Orangi, nine each in SITE and Saddar, seven in Korangi, four in Landhi, three in Bin Qasim and two in Lyari.

Karachi facing water shortage due to power cuts

Karachi is experiencing a water shortage of about 20 mgd daily and by the fifth day it had reached the shortage level of 90 mgd because of the shortage of power supply to its pumping stations.

“The Water Board is unable to supply 650 mgd water which has by now come down to 450 mgd,” a spokesman of the Karachi Water and Sewerage Board (KWSB) disclosed, adding that a water crisis had developed in all areas of the city because power cut by the Karachi Electric Supply Corporation (KESC).

The KWSB has now enforced rotated water supply system and there had been shut down of water in Gulshan-e-Iqbal on November 25.

There will be no water supply to PAF Masroor, Baldia, Sher Shah, Pak Colony, Old Golimar, Nazimabad and SITE from 8 pm on November 26 for next the 24 hours, a KWSB announcement said.

It had already been warned the disconnection of power supply to the pumping stations of the KWSB could cause a severe crisis situation.

The KWSB, a public utility organization, has been supplying water on a very nominal rate on no profit no loss basis, despite the rate of recovery being on the lower side.

KWSB urge KESC to restore power supply to pumping stations

Karachi faced a shortage of 120 mgd in the supplies made to the city following the disconnection of power supply to the pumping stations of the Karachi Water & Sewerage Board (KWSB) and the situation could go from bad to worse if the Karachi Electric Supply Corporation (KESC) remained adamant in restoring electricity to pumping stations.
 “There is every possibility that a severe crisis situation may arise in the city due to water shortage as a result of KESC’s action,” Qutbuddin Shaikh. Managing Director, (KWSB), warned.


He said that schedule of water supply was badly affected due to shut down of power supply to pumping stations and if this continues, a volatile situation among citizens may erupt and particularly during the weekend when water consumption increases.

He pointed out that the KWSB was already faced with water shortage but KESC’s such behaviour could further worsen the situation making it difficult to maintain equitable supply of water.

Qutbuddin Shaikh reminded that the KWSB is a public utility organization which has been supplying water on a very nominal rate on no profit no loss basis.

He said although there is very low rate of recovery, still the KWSB was supplying water notwithstanding its limitations and KESC should keep the interest of people in view.

He said that the KESC should approach the Provincial and Federal Governments for settlement of its dues instead of punishing the citizens. He hoped that the KESC will make contact at government level instead of resorting to an extreme action.

Reiterating the caution that the water supply shortage can even result in a law and order situation, the KWSB Managing Director elaborated that it takes more time in restoring water supply than the shut down hours and as a result the water supply schedule gets badly affected.

MUSTAFA KAMAL WARNS OFFICERS TO MEND THEIR WAYS.


City Nazim Syed Mustafa Kamal has warned the officers of city government to avoid unusual delay in the completion of development works or they will have to face strict disciplinary action.

During a review meeting held at the KWSB Chairman Office on Tuesday, City Nazim took serious notice of the slow pace of work on the ongoing projects and viewed that lack of interest of the concerned officers and bribes were the main reason behind unsatisfactory speed of work and the citizens were facing hardships despite of timely payments to contractors.

City Nazim further said that he had visited ongoing development projects in the city on Monday and Tuesday and found the speed of work unsatisfactory. Construction of over head pedestrian bridges was one such example of this sluggish pace of work.

He said that despite of financial problems City Government ensured provision of funds and resources for these projects specially construction of pedestrian bridges so that the citizens could be provided convenience in crossing roads but the concerned officers were not showing interest in the early completion of the projects causing unusual delay in the works.

Nazim Karachi said that construction of 23 pedestrian bridges has been going on since last three months. Despite of payment of Rs200 million, pace of work on these projects has not been accelerated.

He also said that due to the bargaining for commission at higher level, contractor firms were not receiving payments on time and that is why they were not taking interest in development works and the situation causing delay in the completion of works.

He again warned all those officers to mend their ways or be prepared to face the disciplinary action. Citing the example of EDO Iftikhar Qaim Khani who has been removed from his post for committing negligence in his duty, he said that more officers will be removed from their post in next few days.
